§ 14-138. Conservation goals.
(a)
The town's water department will set the conservation standards with its plan to achieve significant savings without extra cost to the customers while still generating enough water savings to extend the life of the existing plan. This water conservation plan identifies water conservation goals and identifies and explains conservation practices that will protect long term water supplies for the town. The table below includes goals for reducing system leakage and reflects residential and the total system in gallons per capita per day (gpcd).

The goals are based on the recommendations of the state water conservation implementation task force which suggest a one percent reduction in gallons per capita per day per year.
(c)
The water conservation plan, over the next five to ten years, shall implement existing and propose new water efficiency programs. In addition to the programs included in the recommended plan, the town will continuously monitor and evaluate its overall water conservation effort in relation to its water supply and water and wastewater facility capacity needs.
(d)
The water conservation plan will require a concerted effort over the next five to ten years to manage demand and meet water savings goals. In future years, based on the results of monitoring and continuing evaluation, the town shall consider implementing some of the other more aggressive programs which have been evaluated in this study in order to meet established goals.
(e)
The following programs are either currently implemented or may be implemented before the year 2015:
(1)
System water audit and water loss;
(2)
Water conservation pricing;
(3)
Prohibition on wasting water;
(4)
School education;
(5)
Water survey for single-family and multifamily customers;
(6)
Landscape irrigation conservation and incentives;
(7)
Athletic field conservation;
(8)
Metering of all new connections and retrofit of existing connections;
(9)
Water reuse;
(10)
Public information best management practices;
(11)
New construction best management practices;
(12)
Park conservation best management practices;
(13)
Conservation programs for commercial accounts.
